Present: Mayor Jerry Robinson. President of the council: Pat Joyce. Council members: Rick Haney, Kenny
Koenig, and Marty VanFossen. Absent council member: Jack Lucke.
Employees: Lori Ulrich, City Treasurer. Traci Kuhn, City Clerk.
Citizens present: Byron VanFossen and Bryon Mead.
Mayor Robinson called the regular council meeting for the month of September to order at 7:00 p.m.
Mayor Robinson called for a motion to accept the minutes from the August 3, 2009 regular council meeting. P.
O.C. Pat Joyce moved to accept the minutes as read. C.M. Marty VanFossen seconded motion. Motion carried
4-0-1 absent.
Public comments: It was brought to the city councils attention that with the current economy situation there were
several on the disconnect list. As some had requested making payment arrangements, disconnects were put
on hold per Mayor Robinson. At this time there are still two outstanding accounts. One customer had
requested permission to pay the 15th of this month along with the total current bill due. After some discussion,
P.O.C. Pat Joyce moved that all disconnects be done on Sept. 15th this month only. C.M. Marty VanFossen
seconded motion. Motion carried 4-0-1 absent. It was stressed that all bills are due the 25th of each month.
There was much discussion concerning the current water bill policy. Mayor Robinson, C.M. Rick Haney, and C.
M. Marty VanFossen will try to make changes on the current policy and get it back for the next council meeting
for review.
New Business
C.M. Marty VanFossen made a motion to donate $ 400 to the Buffalo Homecoming. C.M. Rickie Haney
seconded motion. Motion carried 4-0-1 absent.
P.O.C. Pat Joyce moved to give $100 to the Altoona-Midway Middle School Partners in Education program. C.
M. Kenny Koenig seconded motion. Motion carried 4-0-1 absent.
Lori Ulrich-Treasurers Report
City council reviewed the treasurers’ report for the month of August. Mayor Robinson brought to the city
councils attention the decrease of income compared to this time last year. C.M. Marty VanFossen moved to
accept the treasurers’ report. C.M. Kenny Koenig seconded motion. Motion carried 4-0-1 absent.
Fire Department Report
Mayor Robinson reported that the fire department rating dropped from an 8 to a 7 for the City of Buffalo. This
should result in a decrease in premiums.

Traci Kuhn – City Clerk Report
Traci reported that the computer generated water loss for August was 18.58%. There was some concern
voiced due to the high loss. A water leak on W. Elm was fixed.
P.O.C. Pat Joyce moved to send the city clerk to a city clerk meeting in Neodesha on September 17th. C.M.
Marty VanFossen seconded motion. Motion carried 4-0-1 absent. City hall will be closed that day.
C.M. Marty VanFossen moved to purchase new Labor Law and HIPAA Spacesaver posters to be placed in city
hall to remain in compliance with posting requirements. C.M. Kenny Koenig seconded motion. Motion carried 4-
0-1 absent
C.M. Marty VanFossen moved to accept the city clerks report. C.M. Kenny Koenig seconded motion. Motion
carried 4-0-1 absent.
Public Wholesale #23
Mayor Robinson reported that he and C.M. Rickie Haney attended the meeting. C.M. Rickie Haney suggested
that a 10’-12’ anti-climb section be put on the new radio tower at the ball field rather than putting up a fence. P.
O.C. Pat Joyce made a motion that once the anti-climb device is put on the tower, Mayor Robinson sign the
necessary easement paperwork. C.M. Marty VanFossen seconded motion. Motion carried 4-0-1 absent.
Mayor Robinson advised that Public Wholesale #23 had not hired operators at this time.
Mayor Robinson Issues:
Mayor Robinson reported that the council needed to make a decision concerning the copy machine lease as it
is almost up. The council reviewed information received from Century Midwest Office Systems concerning a
new machine. After some discussion, C.M. Marty VanFossen moved to lease a new copy machine in which
Century Midwest Office Systems is responsible for all repairs and ink for the four year period. C.M. Kenny
Koenig seconded motion. Motion carried 4-0-1 absent.
Mayor Robinson advised that the lights at the ball park are currently on. As there is no current need for the
lights, P.O.C. moved to contact Radiant Electric and have them shut of. C.M. Marty VanFossen seconded
motion. Motion carried 4-0-1 absent.
Mayor Robinson brought up that in the past there had been some concern of the city requiring building permits.
If this was done, it would help ensure that landowners are not building on city right-of-ways/easements and
lines. After some discussion it was decided that Mayor Robinson, C.M. Rickie Haney, and C.M. Marty
VanFossen would try to get something together for the next meeting concerning building permits.

Monthly Bills
Council reviewed the monthly bills for August. After carefully reviewing the bills P.O.C. Pat Joyce moved to pay
the bills. C.M. Kenny Koenig seconded motion. Motion carried 4-0-1 absent.
P.O.C. Pat Joyce moved to appoint C.M. Kenny Koenig and C.M. Rickie Haney as the City of Buffalo voting
delegates for the Kansas League of Municipalities. C.M. Marty VanFossen seconded motion. Motion carried 4-
0-1 absent.
With no further business, P.O.C. Pat Joyce moved to adjourn the meeting at 8:20 p.m. C.M. Marty VanFossen
seconded motion. Motion carried 4-0-1.
