City of Buffalo-Regular Monthly Council Meeting
October 6, 2008 7:00 p.m.
Present: Mayor Jerry Robinson. President of Council: Pat Joyce. Council members: Shelia Bolder, Jack Lucke, and Doug Morris. Absent council
member: Lydia Morris.
Employees: Lori Ulrich, City Treasurer. Traci Kuhn, City Clerk. Eric Eagle, Water/wastewater superintendent (arrived at 7:30 p.m.)
Citizens: Boris Bolder, Dee McIntosh, Judy Roy, Robert Kuhn, and Chuck Splechter (7:30 p.m.)
Also Present: Verle and Donavon Nightingale, and Charles Goassen (Good Riddance).
Mayor Robinson called the regular council meeting for the month of October to order at 7:00 p.m.
Mayor Robinson called for a motion to accept the minutes from the September 2, 2008 regular council meeting, and September 29, 2008 and
October 2, 2008 special council meetings. C.M. Shelia Bolder moved to accept the minutes as read. C.M. Jack Lucke seconded motion. Motion
carried 4-0-1 absent.
Mayor Robinson asked for public comments. There were none.
New Business
Mr. Verle Nightingale presented the council with a new contract. Due to fuel costs, they request an increase of $1.00 per month per household.
Currently the city charges $11.50 per month with $9.00 going to Good Riddance. C.M. Doug Morris moved to accept the contract. C.M. Shelia
Bolder seconded motion. Motion carried 4-0-1 absent. They excused themselves from the meeting and left.
Mayor Robinson advised the council that a child had been injured on the slide during the homecoming celebration. An insurance claim has been
filed. Upon visiting with our insurance agent, there was some question as to if the city must purchase extra insurance for homecoming/special
events/fundraisers. Mayor Robinson will find out more. C.M. Doug Morris moved that any fundraisers pertaining to the city and/or held on city property
be brought to the city councils attention so that insurance can be purchased if it is not currently covered. C.M. Jack Lucke seconded motion. Motion
carried 4-0-1 absent.
Due to congress passing a bill increasing FDIC coverage, C.M. Doug Morris moved that Mayor Robinson sign necessary paperwork releasing the
security pledge for the city. C.M. Shelia Bolder seconded motion. Motion carried 4-0-1 absent.
Lori Ulrich-Treasurers Report
City council reviewed the treasurers’ report prepared by Lori Ulrich for the month of September and the final treasurers report for the water project. C.
M. Jack Lucke moved to accept the treasurers’ reports. C.M. Shelia Bolder seconded motion. Motion carried 4-0-1 absent.

Fire Department Report
Mayor Robinson reported that the fire department has purchased a new bed and tank for the city truck from Neodesha for $3,000. The old tank was
traded in. He also reported that the new alarm is ready to be put up. Chuck Splechter arrived about 7:30 p.m. He reported that they hope to have the
truck done this weekend. He encouraged the mayor and council to come by and look at the truck. He reported with the valves on this truck it will have
to be kept heated during the winter or they can freeze up. Some discussion. Chuck will see about getting some prices to add a side port onto the fire
barn to be able to keep all the trucks in the same heated building.
Eric Eagle – Water Report
City council reviewed Eric Eagle’s report for August and September. They reviewed a letter received from KDHE stating that bi-weekly E coli
sampling will be discontinued due to being a member of Public Wholesale #23. Council reviewed a letter from KDHE concerning a violated drinking
water standard. Water superintendent and city clerk will be mailing out letters to all customers this week.
Water loss was high this month. A couple of hydrants were flushed and amount of water was not turned in. P.O.C. Pat Joyce moved to accept Eric’s
report. C.M. Doug Morris seconded motion. Motion carried 4-0-1 absent. Mayor Robinson reported that he picked up a set of pipe wrenches for $15
and a new transfer pump for $20 at a yard sell. Receipts are in the monthly bills.
Traci Kuhn – City Clerk’s Report
Traci reported a water loss of 18.33%. The city has had an individual working on community service. She has done some cleaning in city hall as
well as washed and painted the windows on the front of the building. P.O.C. Pat Joyce moved that Traci attend the fall designated agent workshop for
KPERS in Chanute on October 15, 2008. C.M. Jack Lucke seconded motion. Motion carried 4-0-1 absent. City hall will be closed that day.
Public Wholesale #23
Mayor Robinson advised that he visited with Rural Water District #11 and they will void their contract to purchase water once Public Wholesale #23 is
in operation. Mayor Robinson reported that he and the city clerk had met with Pat McCool and reviewed city water usage and loss from 2004 to
present. Upon reviewing the figures, C.M. Doug Morris made a motion that the city requests a minimum of .45 MG (million gallons) and a maximum
of .90 MG per month if usage is figured yearly. If usage is figured monthly, the city requests a minimum of .40 MG and a maximum of .80 MG per
month. C.M. Jack Lucke seconded motion. Motion carried 4-0-1 absent.
Mayor Robinson Issues:
Mayor Robinson reported that we are done with asphalt work but still have culvert work to be done.
Mayor Robinson reported that he would sign papers on the new community building tomorrow morning.

Mayor Robinson reported that Fisus Networks has removed all of their equipment from the water tower and no longer has service within the city. The
city hall and water plant are currently on City Wireless. C.M. Jack Lucke moved to go into a pending contract with City Wireless to provide two
connections to the city for the use of the water tower. P.O.C. Pat Joyce seconded motion. Motion carried 4-0-1 absent. Eric will be preparing a
contract to bring to the next meeting. Before climbing the tower, proof of insurance will be required to be turned into city hall.
Monthly Bills
Council reviewed the monthly bills for September. P.O.C. Pat Joyce moved to pay the bills. C.M. Shelia Bolder seconded motion. Motion carried 4-
0-1 absent.
With no further business, C.M. Shelia Bolder moved to adjourn the meeting at 8:05 p.m. C.M. Jack Lucke seconded motion. Motion carried 4-0-1
absent.
