Present:  Mayor Jerry Robinson.  Council members:  Shelia Bolder, Jack Lucke, Doug Morris, and Lydia Morris.
Employees:  Eric Eagle, Water/Wastewater Superintendent.  Traci Kuhn, City Clerk.  
Citizens:  Boris Bolder, Robert Kuhn, Dusty Haney, and Clay Yarnell.
Fire Chief:  Ed Splechter.

Mayor Robinson called the regular council meeting for the month of November to order at 7:00 p.m.

Mayor Robinson called for a motion to accept the minutes from the October 6, 2008 regular council meeting.  C.M. Jack Lucke moved
to accept the minutes as read.  C.M. Shelia Bolder seconded motion.  Motion carried 4-0-1 absent.  

Mayor Robinson asked for public comments.  There were none.

New Business

Mayor Robinson introduced Dusty Haney, chairman of the steering committee for the community building/senior center.  Dusty reported
that the property in the church had been given to local and area churches.  The committee are in the process of preparing the
remaining stuff for an inside rummage sale tentatively set for December 6, 2008.  For those interested in donating they will accept
items in good condition for the sale.  Sealed bids will be taken for the kitchen stove, wood burning stove, washer and dryer and 10’ X 16’
storage building.  Proceeds will go to the community building fund.  She discussed improvements that need to be done to the building
- moving the kitchen down to the lower level, a 2nd bathroom, possible new floor in the kitchen area, accordion doors.  Key distribution
was discussed.  Keys will be given to Dusty Haney-chairman, City hall, senior center president, and the mayor.
C.M. Lydia Morris moved to put $ 2,000 from the general fund into the community building to get it ready for service.  C.M. Shelia
Bolder seconded motion.  Motion carried 4-0-1 absent.
Mayor Robinson stated that the parsonage had been offered to the historical society.  At this time no decision has been made.  City will
maintain the yard and keep up the insurance if they use it.  

With Good Riddance taking an increase of $1 per customer per month, C.M. Shelia Bolder moved to pass Ordinance #203G to raise
trash service from $11.50 per month to $12.50 per month.  C.M. Doug Morris seconded motion.  Motion carried 4-0-1 absent.

Lori Ulrich-Treasurers Report

City council reviewed the treasurers’ report prepared by Lori Ulrich for the month of October.  C.M. Lydia Morris moved to accept the
treasurers’ reports.  C.M. Shelia Bolder seconded motion.  Motion carried 4-0-1 absent.

Fire Department Report

Ed reported that they had several fires lately.  He stressed that the county is going to start pushing for trained fire personnel only to
respond on their truck.  There was some discussion on volunteers not showing up for trainings.  It is very important that those responding
to fires attend trainings as they are very beneficial.  The fire department council is working on putting together standard operating
guidelines.  C.M. Jack Lucke asked Ed about issuing a volunteer fire department identification card that the volunteers not arriving on
the truck could show to be allowed into fire areas.  Ed reported that the city truck is about 80% complete.  It is expected to cost
approximately $ 4,500.  C.M. Doug Morris moved to take $1,200 from general fund and move to the community fire fund to help with
the expenses that are being incurred on the city truck.  Ed expressed thanks to the mayor and city council for their support.  Thanks also
to all those who are helping with the work on the truck!  Ed reported that Chuck Splechter is working with Bruce Engelman on getting
quotes for materials for the fire building addition.  C.M. Lydia Morris moved that the fire chief be given a key to the meeting side of city
hall.  C.M. Shelia Bolder seconded motion.  Motion carried 4-0-1 absent.

Eric Eagle – Water Report

City council reviewed Eric Eagle’s report for October.  Eric reported that he will be gone November 19-20 taking class in Pittsburg.  
Byron will be working for him.  Eric reported that there had been some brown water in the system Sunday.  He had done some flushing
of lines to help clear in out.

Traci Kuhn – City Clerk’s Report

Traci reported a water loss of 11.6%.  Traci reported that due to an increase in yearly wages for 2007, beginning in January the city is
required to submit state withholdings monthly rather than quarterly.  Traci stated that the city had been served paperwork to advise them
that property in within the city, which the city has added special assessments to, will be up for delinquent tax sale.  At this time the city
does not need to respond.

Public Wholesale #23

Mayor Robinson advised that he had given a letter to Public wholesale #23 advising them of the increase of water request.  Public
wholesale #23 does not wish to do a new contract until the project is complete.  Several other districts need less water than originally
thought.  There is some concern as to if we will be able to get enough water at that time and the cost rising if several others are need
less water.  Mayor Robinson advised that it had been suggested to visit with other water districts about their contracts and the cost of
water.  
There was some discussion of possibly needing to re-chlorinate water upon receiving it.  The council requested an estimate cost of
putting a chlorination station in at the tower versus having the water come in at the plant for extra chlorination during the hotter
months.  KWRA will be contacted for help with estimates.

Mayor Robinson Issues:

Mayor Robinson reported that Chad LaCrone is moving a trailer house in at 508 W. Micro-lite.  It was agreed that Chad could sign a
service agreement concerning the water connection.
Mayor Robinson reported that with the bees at 107 S. Main, it should be cold enough to start the demolition of the house in January.  A
date will be set at a later time.
C.M. Lydia Morris moved to adopt Resolution 11-03-08 adopting Wilson County Multi-Hazard Mitigation Plan.  C.M. Doug Morris
seconded motion.  Motion carried 4-0-1 absent.
C.M. Doug Morris moved trade Eric Eagle a strip of land 25’ X 114’ in block 15 belonging to the city for a strip of land 20’ X 108.5’ in
block 9 adjoining the cities belonging to Eric.  C.M. Jack Lucke seconded motion.  Motion carried 4-0-1 absent.
C.M. Lydia Morris moved to accept the contract with City Wireless for use of the tower.  C.M. Doug Morris seconded motion.  Motion
carried 4-0-1 absent.
C.M. Lydia Morris moved to have Santa Claus visit in December at the new community building.  C.M. Doug Morris seconded.  Motion
carried 4-0-1 absent.  A date will be set at the next regular meeting.
C.M. Doug Morris moved to buy a new dell computer for the city hall in the amount of $ 599 and purchase the updated 2009 quick
books.  C.M. Lydia Morris seconded motion.  Motion carried 4-0-1 absent.
Mayor Robinson reported that work has been done on the windows at city hall.  C.M. Jack Lucke moved to purchase two new storm
windows to go on the windows with air conditioner units.  C.M. Shelia Bolder seconded motion.  Motion carried 4-0-1 absent.

Monthly Bills

Council reviewed the monthly bills for October.  C.M. Doug Morris moved to pay the bills.  C.M. Jack Lucke seconded motion.  Motion
carried 4-0-1 absent.

With no further business, C.M. Shelia Bolder moved to adjourn the meeting at 8:30 p.m.  C.M. Lydia Morris seconded motion.  Motion
carried 4-0-1 absent.
