Present: Mayor Jerry Robinson. President of the council: Pat Joyce. Council members: Rickie Haney, Jack Lucke, and Marty VanFossen. Absent
council member: Kenny Koenig.
Employees: Eric Eagle, Water/wastewater superintendent. Lori Ulrich, City Treasurer. Traci Kuhn, City Clerk.
Citizens present: Byron VanFossen, Maverick Drake, and Robert Kuhn.
Assistant fire chief: Clay Yarnell.
Mayor Robinson called the regular council meeting for March to order at 7:00 p.m.
Mayor Robinson called for a motion to accept the minutes from the February 1, 2010 regular council meeting. C.M. Jack Lucke moved to accept the
minutes as read. C.M. Rickie Haney seconded motion. Motion carried 4-0-1 absent.
New Business
Mayor Robinson advised the city council that he had received information concerning the grant for possible resurfacing of Micro-lite Street. He
advised that the council needed to pick 5-10 consultants from a list to send out letters of interest for the project. After reviewing and some discussion
the city council selected 9 consultants. P.O.C. Pat Joyce moved to send letters of interest to the nine specified. C.M. Marty VanFossen seconded
motion. Motion carried 4-0-1 absent.
Lori Ulrich – City Treasurer’s Report
City council reviewed the financial statement for February. P.O.C. Pat Joyce moved to accept the financial statement as prepared. C.M. Marty
VanFossen seconded motion. Motion carried 4-0-1 absent. At 7:10 p.m. P.O.C. Pat Joyce moved to go into executive session for 5 minutes to discuss
employee matters. C.M. Marty VanFossen seconded motion. Motion carried 4-0-1 absent. Meeting reconvened at 7:15 p.m. No decision was made
concerning executive session.
Fire Department
Assistant Fire Chief Clay Yarnell reported the spaghetti dinner was a success and approximately $ 1,300 was raised. Thanks to all those who helped
with this fundraiser and all those who came out and gave their support to the fire department. Mayor Robinson expressed thanks on behalf of the city
to the fire department for the work that they do. It was reported that the siren on Main and Micro-lite is completed. Mayor Robinson asked about
having the siren set off once a month for the purpose of making sure it is in working order. Clay reported that it will be set off on the first Sunday of the
month at approximately 2:00 p.m. It was brought up that some citizens are interested in results of fire department fundraisers. There was some
discussion of attaching the minutes from the fire department meetings to the city minutes. Assistant Clay Yarnell advised that he would bring it up to
their council.

Eric Eagle Report
Eric reported that he had received a few calls concerning lime/powdery deposits being found in dishwashers, coffee pots, and water heaters. He
advised the individuals to contact Wholesale Water #23 as we are purchasing our water from them.
Eric reported that he had trouble with a check valve at the sewer lift that had come apart. Mayor Robison and Eric spent a couple days rebuilding
both check valves. At this time both appear to be working properly.
Eric reported that there is a possible water leak on East Micro-lite in front of Larry Haley’s house. It was decided to contact KRWA and see if they will
come out with their leak detector equipment and help to locate it. Mayor Robinson advised that he will also need to contact the county before we
can dig across their roadway. Mayor Robinson also reported a possible leak on North Street. If you know of any possible water leaks please let the city
hall know so that the city employee can check them out.
C.M. Jack Lucke moved to accept Eric’s report. C.M. Marty VanFossen seconded motion. Motion carried 4-0-1 absent.
Traci Kuhn – City Clerk Report
Traci reported that computer generated water loss report for February was 26.93%. Traci advised that she had sent a letter to Commercial
Maintenance as requested last month concerning the bill the city had received. She received a letter back advising that they had credited the
account and the city would not be charged. C.M. Jack Lucke moved to accept Traci’s report. P.O.C. Pat Joyce seconded motion. Motion carried 4-
0-1 absent.
Public Wholesale #23
Mayor Robinson reported that the easement still has not been signed for the tower area but that #23 is preparing to work on the anti-climb tower and
the cleanup at tower area. Mayor Robinson reported #23 has a lot going on at this time and are finishing stuff up. The next meeting will be March
25th at 8:00 p.m.
Mayor Robinson Issues:
Mayor Robinson reported that the city attorney is going to get a copy of the building permit ordinance from Neodesha to compare with what we are
working on. We will have to pass an ordinance to go with the permit application.
Council reviewed the ATV ordinance. It was agreed to go long form on section #7. It was suggested to put in the ordinance that they will not be
allowed on city streets after the parade on the day of Buffalo Homecoming. There was some discussion of not requiring farmers to purchase a permit.
It was agreed that permits would be required for all ATV/golf carts/micro-utility vehicles if they are going to be operated on the city streets. City clerk
noted changes. It was discussed being able to enforce the ordinance once it is adopted. Once revisions are made to the ordinance, C.M. Jack Lucke
said he would do some more checking on having it enforced. It was suggested appointing a code enforcement officer to enforce all city ordinances.

C.M. Jack Lucke moved to approve the purchase of the snow plow truck that was purchased in January. C.M. Marty Vanfossen seconded motion.
Motion carried 4-0-1 absent.
C.M. Jack Lucke moved to adopt the water usage adjustment policy concerning large water leaks. P.O.C. Pat Joyce seconded motion. Motion
carried 4-0-1 absent.
Mayor Robinson reported that we need to order gravel. The city council agreed for gravel to be put on corners and along the edges of the road where
needed to help build the roads up as well as in front of some mailboxes.
Mayor Robinson reported that he had been asked about putting some gravel on a city street that is currently a non-thru street and has not been used in
several years. Due to it not being used and the liability have creating a precedent for future non-thru streets the council agreed that they were not
interested in hauling gravel in on it.
Mayor Robinson advised that he had been asked about ordering gravel through the city for a private individual. As the city orders our gravel through
the county it was agreed that they would not order for private individuals. Citizens can purchase gravel from the city for $ 14 per backhoe bucket with
a limit of 4 bucket loads in a 6 month time period.
Mayor Robinson advised that spring cleanup is scheduled to start two weeks before Mother’s Day. It will start Monday, April 26th and run through
Friday, April 30th. All trash must be out to the edge of the street by Sunday, April 25th. C.M. Marty VanFossen moved that city employees do spring
clean up as they have the past couple of years and not put it out to bid. C.M. Rickie Haney seconded motion. Motion carried 4-0-1 absent.
C.M. Jack Lucke moved to pay the water bill from Public Wholesale #23 in the future in the event that it may not have been received for the city
council meeting. P.O.C. Pat Joyce seconded. Motion carried 4-0-1 absent.
Monthly Payroll
City council reviewed payroll for the month of February. P.O.C. Pat Joyce moved to approve payroll. C.M. Mary VanFossen seconded motion.
Motion carried 4-0-1 absent.
Monthly Bills
Council reviewed the monthly bills for February. P.O.C. Pat Joyce moved to pay all bills. C.M. Marty VanFossen seconded motion. Motion carried 4-
0-1 absent.
With no further business, C.M. Rickie Haney moved to adjourn the meeting at 8:22 p.m. C.M. Jack Lucke seconded motion. Motion carried 4-0-1
