July 6, 2009                                                        7:00 p.m.

Present:  Mayor Jerry Robinson.  President of the council:  Pat Joyce.   Council members:  Rick Haney, Kenny Koenig, Jack Lucke, and Marty
VanFossen.
Employees:  Lori Ulrich, City Treasurer.  Eric Eagle, Water/Wastewater Superintendent.  Traci Kuhn, City Clerk.
Citizens present:  Diane Hansen and Byron VanFossen.
Fire Chief:  Ed Splechter.

Mayor Robinson called the regular council meeting for the month of July to order at 7:02 p.m.

Mayor Robinson called for a motion to accept the minutes from the June 1, 2009 regular council meeting and June 16, 2009 special council
meeting.  P.O.C. Pat Joyce moved to accept the minutes as read.  C.M. Marty VanFossen seconded motion.  Motion carried 5-0.

Public comments:  There were no public comments.   

New Business

Diane Hansen told the city council that some of the senior citizens had discussed purchasing a hot plate for use in the community building.  She
asked if the city could purchase a second one as they would be very useful at large reunions/funeral dinners.  Diane advised that she would get
back with the city after the seniors hold their monthly meeting.

Lori Ulrich-Treasurers Report

City council reviewed the treasurers’ report for the month of June.  C.M. Marty VanFossen moved to accept the treasurers’ report.  C.M. Jack Lucke
seconded motion.  Motion carried 5-0.    

Fire Department Report

Ed reported that the fire department is preparing for Buffalo Homecoming fundraisers.  They will have a raffle.  1st place-40’ flat screen
television-- 2nd place-Bar B Q grill—3rd place-fishing equipment.  They have also been doing some work at the ball field to prepare it for a
tournament.  Ed advised that the fire department is still holding trainings and he will be getting in contact with Dan Conrad concerning the ISO
rating results.  Ed reported that Assistant Chief Clay Yarnell has picked up the supplies for the fire siren on Main and Micro-lite.  Ed reminded the
city council that they need to have the NIMS training and advised that he is willing to help them with that if needed.  Mayor Robinson asked is
the assistant chief could come in within the next few days and do a breakdown on the bill from Fire X  concerning fire equipment check ups.  Ed
advised that he would let him know.  

Eric Eagle – Water Report

Eric Eagle reported that he did not have a water loss report at this time.  Eric advised that cold patch had been purchase and some street work
had been done.

Traci Kuhn – City Clerk Report

Traci reported that the computer generated water loss for June was 17.02%.  
Traci reported that Phil would be at city hall Friday to prepare the 2010 city budget.  It was suggested that a special meeting be set for Monday,
July 20, or Tuesday, July 21st to review the 2008 audit and proposed 2010 budget.  

Public Wholesale #23

Mayor Robinson reported that the project is continuing to move along.  Public wholesale will be putting out bids for operators with plans of still
be connected in November.  The next meeting will be July 25th in Thayer.

Mayor Robinson Issues:

Mayor Robinson advised that the city has applied for the demolition grant.  Grants will be awarded on July 24th.  There was a lengthy discussion
concerning the properties on the condemnation list.  P.O.C. Pat Joyce moved that necessary steps be taken to continue forward with the
condemnation of properties for those who have not turned in the paperwork for volunteer removal.  C.M. Jack Lucke seconded motion.  Motion
carried 5-0.
Mayor Robinson advised that the Kuhn family had asked about planting a tree in the park in memory of their late mother.  There were no
objections by the city council.  As a reminder, anyone wishing to plant a tree in the park in memory of a loved one needs to clear it through the
city council before doing so.

Monthly Bills

Council reviewed the monthly bills for June.  P.O.C. Pat Joyce moved to pay the bills.  C.M. Marty VanFossen seconded motion.  Motion carried
5-0.


With no further business, C.M. Jack Lucke moved to adjourn the meeting at 8:28 p.m.  P.O.C. Pat Joyce seconded motion.  Motion carried 5-0.
