Present: Mayor Jerry Robinson. President of the council: Pat Joyce. Council members: Rickie Haney, Kenny
Koenig, and Marty VanFossen. Absent council member: Jack Lucke.
Employees: Eric Eagle, Water/wastewater superintendent. Traci Kuhn, City Clerk.
Citizens present: Byron VanFossen, and Maverick Drake.
Fire department representative: Chuck Splechter.
Mayor Robinson called the regular council meeting for the month of January to order at 7:02 p.m.
Mayor Robinson called for a motion to accept the minutes from the December 7, 2009 regular council meeting.
C.M. Marty VanFossen moved to accept the minutes as read. C.M. Kenny Koenig seconded motion. Motion
carried 4-0-1 absent.
New Business – There was none.
Lori Ulrich – City Treasurer’s Report
Mayor Robinson reported that all the December bills have not been received so the statement has not been
prepared. As soon as the bills are received it will be completed and will be accepted at the next meeting.
Fire Department
Chuck Splecter reported that the fire department council did not meet the previous week but will meet this
Wednesday. Chuck reported that the receipt in question last month from Save-A-Lot was for a chili feed held at
a craft sale in Chanute. He did not have the final results of the sale. All fire department fundraisers must to
come through the city council so that the council is aware of what is going on. Mayor Robinson reported that
everything is ready for the siren and he is waiting to hear from Radiant Electric. Chuck asked about the need to
keep track of water used from the hose at the fire barn and used from hydrants. Mayor Robinson advised that
the hose is metered but it would be helpful to keep track of water pulled off the hydrants. Chuck reported that
the county fire truck has been completely rebuilt.
Mayor Robinson read a resignation he had received from a fire department volunteer. Chuck advised that they
had not accepted the resignation at this time but would discuss it at their meeting on Wednesday.
Eric Eagle Report
Eric advised that the letter received from the state concerning ecoli testing will not affect the city as we are
completely hooked up on Wholesale #23. He reported that water is currently meeting the chlorine residential
requirement per our contract. There was some discussion concerning the taste and smell of the water. Mayor
Robinson reported that the water is safe but that the water is being treated differently than what we have done in
the past. He advised that hydrants have been flushed and while the residual is good, because it is river water, it
will be different

than what we are used to. Mayor Robinson suggested flushing out by Chuck Splechter residence.
There was some discussion concerning the need of snow removal equipment. Marty suggested talking to the
forestry department. Mayor Robinson advised that if anyone found snow removal equipment that would be
affordable to let him know and he would go look at it.
P.O.C. Pat Joyce moved to accept Eric’s’ report. C.M. Marty VanFossen seconded motion. Motion carried 4-0-1
absent.
Traci Kuhn – City Clerk Report
Traci reported that the computer generated water loss report for December was 17.65%. Traci stressed that
lots of flushing was done due to the new connection as well as the new meter did not always work. Thus, this
month and next months reports will not be accurate.
Traci reported that the unemployment rate for 2009 was .28% and is rising to 2.05% for 2010. This will be
approximately a $ 400.00 yearly increase. Traci advised that she contacted the city attorney and sent him a
copy of the building permit and the contract on the water reservoir with Acme Brick as requested. She has not
heard back from him on either of these. Mr. Depew did suggest filing the building cleanup of 306 N. Main with
the county to be placed on property taxes which she had previously done. He was also going to see if it could
be filed with Kansas setoff.
C.M. Marty VanFossen moved to accept the city clerks report. C.M. Kenny Koenig seconded motion. Motion
carried 4-0-1 absent.
Public Wholesale #23
City council reviewed the easement at the water tower for Public Wholesale #23. P.O.C. Pat Joyce moved that
the mayor sign the easement when the anti climb device being put on the tower is complete and all cleanup is
complete. C.M. Marty VanFossen seconded motion. Motion carried 4-0-1 absent. Mayor Robinson reported
that they are still having some problems and they currently have 3 people working. Mayor Robinson reported
they have not set water prices for wholesale #23 but they should be set at the next meeting which is January 14,
2010.
Mayor Robinson Issues:
C.M. Marty VanFossen moved to table the ATV permit discussion and building permit discussion till the next
meeting in hopes of having a full council. C.M. Rickie Haney seconded motion. Motion carried 4-0-1 absent.
It was reported that approximately 60 children and adults came out to visit Santa on December 17th. Hot cocoa
and cookies were enjoyed by all. A big thanks to Santa and all those who contributed!
Mayor Robinson reported that no bids were turned in for the slipper slide behind city hall. C.M. Marty
VanFossen moved to get rid of the slide to Gericke Iron & Metal. C.M. Rickie Haney seconded motion. Motion
carried 4-0-1 absent.
C.M. Kenny Koenig moved that Jerry Robinson be the voting delegate and Eric Eagle be the alternate voting
delegate for KWRA annual business meeting. C.M. Marty VanFossen seconded motion. Motion carried 4-0-1
absent.
City council reviewed the sewer snake rental agreement. C.M. Rickie Haney moved to accept the agreement. C.
M. Marty VanFossen seconded motion. Motion carried 4-0-1 absent.

Monthly Payroll
City council reviewed payroll for the month of December. Seeing no discrepancies, P.O.C. Pat Joyce moved to
approve payroll. C.M. Marty VanFossen seconded motion. Motion carried 4-0-1 absent.
Monthly Bills
Council reviewed the monthly bills for December. P.O.C. Pat Joyce asked if checks were turned in for the
Christmas dinner. Mayor Robinson advised that some had been. At that time, Kenny Koenig turned his in. After
reviewing the bills P.O.C. Pat Joyce moved to pay all the bills. C.M. Kenny Koenig seconded motion. Motion
carried 4-0-1 absent.
With no further business, P.O.C. Pat Joyce moved to adjourn the meeting at 7:42 p.m. C.M. Kenny Koenig
seconded motion. Motion carried 4-0-1 absent.
