Present: Mayor Jerry Robinson. President of the council: Pat Joyce. Council members: Shelia Bolder, Jack Lucke, Doug Morris, and Lydia Morris.
Employees: Eric Eagle, Water/Wastewater Superintendent. Lori Ulrich, City Treasurer.
Citizens: Boris Bolder, Dusty Haney, and Judy Roy.
Mayor Robinson called the regular council meeting for the month of January to order at 7:01 p.m.
Mayor Robinson called for a motion to accept the minutes from the December 2, 2008 regular council meeting. P.O.C. Pat Joyce moved to accept
the minutes as read. C.M. Lydia Morris seconded motion. Motion carried 4-0-1 absent.
C.M. Shelia Bolder arrived at 7:04 p.m.
Mayor Robinson asked for public comments. There were none.
New Business
The city council reviewed the written report prepared by Dusty Haney for the community center.
The garage sale went well and all items that were sold by sealed bid have been paid for.
Last month it was voted to transfer $ 1,000 if needed from general to community building. It has not been transferred yet as it has not been needed.
Lori Ulrich-Treasurers Report
City council reviewed the treasurers’ report prepared by Lori Ulrich for the month of December. C.M. Shelia Bolder moved to accept the treasurers’
reports. C.M. Jack Lucke seconded motion. Motion carried 5-0.
C.M. Shelia Bolder announced that she had received a map to update the city boundaries for the upcoming 2010 census. At present time there are
no changes to report.
Eric Eagle – Water Report
City council reviewed Eric Eagle’s report for December. Eric reported they had pulled pump #1 and ordered parts to rebuild it. Water loss showed to
be high but due to estimating water meters for the month, water loss will not be accurate. C.M. Lydia Morris moved to accept Eric’s report. C.M. Doug
Morris seconded motion. Motion carried 5-0.
Public Wholesale #23
Mayor Robinson reported that Public Wholesale #23 was moving along. At 7:17 p.m. C.M. Doug Morris moved to go into executive session for 5
minutes to discuss public wholesale #23. C.M. Lydia Morris seconded the motion. Motion carried 5-0.

Mayor Robinson Issues:
Mayor Robinson reported demolition will begin on the house at 107 S. Main this month. Volunteers are appreciated.
Mayor Robinson reported that the property owner of 306 N. Main has until February 1, 2009 to complete the demolition or the city needs to be
prepared to start. C.M. Lydia Morris made a motion that the city clerk put an ad in the Wilson County Citizen to accept bids for demolition and clean
up of the property. C.M. Shelia Bolder seconded motion. Motion carried 5-0.
Mayor Robinson reported there was a good turnout for Santa at the community building. Approximately 60 kids plus many adults came out to see
Santa. Thanks to everyone who helped with that!
Mayor Robinson advised that he had received paperwork on water rights #8310 requesting the city waive the rights. Last time water was pulled from
that location was 1990. After 5 years of non-use the state can set up a hearing and take them. C.M. Lydia Morris moved that Mayor Robinson sign the
necessary paperwork to waive the rights. C.M. Shelia Bolder seconded motion. Motion carried 5-0.
Mayor Robinson advised that the city needs to decide upon a rental fee for the new community building. There was also a question whether the city
would pay someone to do monthly cleaning. After some discussion C.M. Lydia Morris moved to continue with $30 a day rental fee for individuals.
The individual renting the building is responsible for cleaning it back up after their event. C.M. Shelia Bolder seconded motion. Motion carried 5-0.
At this time the city does not plan to pay to have the building cleaned. If there becomes a problem with the building not being cleaned after being
rented, the city may consider requiring a deposit fee to help with the cleaning.
There was some discussion concerning the need of special insurance for the senior citizens usage of the building. The seniors had asked about
needing an additional policy. C.M. Doug Morris moved that the seniors decide if they wish to purchase an additional policy. C.M. Jack Lucke
seconded motion. Motion carried 5-0.
C.M. Lydia Morris moved that the city pay for local service and 911 for a telephone at the community building. C.M. Jack Lucke seconded motion.
Motion carried 5-0.
Mayor Robinson advised that the property owner of 112 Maple would like to run an underground power line across the city easement to serve her
house. C.M. Jack Lucke moved that Mayor Robinson advise her that she can not run it across the easement but needs to run above and can bury it on
her side of the property. C.M. Lydia Morris seconded the motion. Motion carried 5-0.
Monthly Bills
Council reviewed the monthly bills for December. P.O.C. Pat Joyce moved to pay the bills. C.M. Lydia Morris seconded the motion. Motion carried 5-
0.
Executive Session
At 7:50 p.m. C.M. Jack Lucke moved to go into executive session for 15 minutes to discuss employee matters. C.M. Lydia Morris seconded the
motion. Motion carried 5-0.
Meeting reconvened at 7:58 p.m. C.M. Jack Lucke moved to raise Traci Kuhn’s salary to $ 1212.76 per month. C.M. Lydia Morris seconded the
motion. Motion carried 5-0.
