Present:  Mayor Jerry Robinson.  President of the council:  Pat Joyce.   Council members:  Shelia Bolder, and Lydia Morris.  Absent council members:  
Jack Lucke and Doug Morris.
Employees:  Eric Eagle, Water/Wastewater Superintendent.  Lori Ulrich, City Treasurer.  Traci Kuhn, City Clerk.
Fire chief:  Ed Splechter.
Citizens:  Ron Splechter, Boris Bolder, Dusty Haney, Judy Roy and Erica Eagle.

Mayor Robinson called the regular council meeting for the month of February to order at 7:04 p.m.

Mayor Robinson called for a motion to accept the minutes from the January 5, 2009 regular council meeting.  C.M. Lydia Morris moved to accept the
minutes as read.  C.M. Shelia Bolder seconded motion.  Motion carried 3-0-2 absent.

There were no public comments.   

New Business

The city council reviewed the written report prepared by Dusty Haney for the community center.
Dusty reported that the building is almost complete and they would like to have an open house February 21st or 28th.  C.M. Lydia Morris moved to mail
out flyers to the community announcing it and including a list of items still needed.  C.M. Shelia Bolder seconded motion.  Motion carried 3-0-2 absent.  
Chief Splechter asked about having the city fire truck there for display as it is completed.  It was agreed that it would be a nice idea.   

Lori Ulrich-Treasurers Report

City council reviewed the treasurers’ report prepared by Lori Ulrich for the month of January.  C.M. Lydia Morris moved to accept the treasurers’ report.  C.
M. Shelia Bolder seconded motion.  Motion carried 3-0-2 absent.

Fire Department Report

Chief Ed Splechter reported that he is currently working on the ISO rating paperwork.  Ed gave an update on badge and identification for the volunteer
fire fighters and gave the city council material to review.   Ed stressed the importance of trainings and reported they are still having trainings.  C.M. Lydia
Morris moved that the fire department use the community building on March 29 at no charge for a sloppy joe feed.  They will be responsible for
cleaning it up after use.  C.M. Shelia Bolder seconded motion.  Motion carried 3-0-2 absent.  Ed reported that they are hoping to have a poker run on
June 6th as well as a softball tournament at Buffalo Homecoming.
Ed reported that the city truck is ready for use however due to no heat in that building, it does not have water in it.
Ed reported that at the next county fire meeting they will meet with the dispatchers to discuss issues that need to be addressed.  There was some
discussion concerning issues that need addressed.
Mayor Robinson verified that he would be in contact with REC concerning the pole for the new fire whistle.

Eric Eagle – Water Report

City council reviewed Eric Eagle’s written report for January.  Eric briefly went over it.  Eric reported that the pump at the sewer lift has been rebuilt.
C.M. Lydia Morris moved that Mayor Robinson and Eric attend KRWA conference in Wichita March 24-25 and the city pay for meals and necessary
expenses.  C.M. Shelia Bolder seconded motion.  Motion carried 3-0-2 absent.

Traci Kuhn – City Clerk Report

Traci reported that the water loss for January was 9.03%.  Traci reported that the city’s contribution rate for unemployment had lowered from .37% to .
28%.
Traci advised the city council that their packet of information contained a list of water and sewer accounts to date with a comparison to accounts to this
time last year.  
Traci reported that money had been received from the county for general fund, parks & recreation, employees benefits, and bond & interest.
C.M. Lydia Morris moved to accept Traci’s report. C.M. Shelia Bolder seconded motion.  Motion carried 3-0-2 absent.

Public Wholesale #23

Mayor Robinson reported that previous concerns had been voiced of Public Wholesale #23 not being able to provide enough water for the area it would
serve.  Public Wholesale #23 is working on an inner connect with Chanute and Neodesha for emergency purposes.  

Mayor Robinson Issues:

Mayor Robinson reported that the house at 107 S. Main is being worked on.  Volunteers from the community and the fire department have begun
cleaning it out.  All volunteer help is appreciated.  C.M. Lydia Morris made a motion to start paperwork to begin cleaning up another property.  C.M.
Shelia Bolder seconded motion.  Motion carried 3-0-2 absent.  
Mayor Robinson opened sealed bids for the demolition and cleanup of the building located at 306 N. Main.  Bids were reviewed.  Due to not having a
full council present, C.M. Lydia Morris moved to table the accepting of bids until the next meeting.  C.M. Shelia Bolder seconded.  Motion carried 3-0-2
absent.

Monthly Bills

Council reviewed the monthly bills for January.  P.O.C. Pat Joyce moved to pay the bills.  C.M. Lydia Morris seconded the motion.  Motion carried 3-0-2
absent.

With no further business, C.M. Lydia Morris moved to adjourn the meeting at 8:21 p.m.  P.O.C. Pat Joyce seconded motion.  Motion carried 3-0-2 absent.
